If you are new to the rail industry in Australia — as a contractor, a supplier, or simply someone trying to understand who is responsible for what — the structure of the industry can be genuinely confusing. There is no single "Australian rail network" run by one company. Instead, the system is a patchwork that reflects Australia's federation of separate colonies, each of which built and managed its own railway before Federation in 1901, and largely continued to do so for the century that followed.
The result is a structure where the entity that owns the track is often different from the entity that runs the trains, and both can be different again depending on which state and which type of line — metropolitan, regional, or interstate freight — you are looking at.
Understanding this structure matters practically. If you are a supplier trying to get verified for a specific network, a contractor seeking network access for maintenance work, or simply trying to understand who to call about a specific stretch of track, knowing who actually manages the infrastructure is the first and most important question to answer.
The foundational concept for understanding Australian rail structure is the separation between below rail and above rail functions.
Below rail refers to the physical infrastructure: the track, the sleepers, the signalling systems, the level crossings, and the overall network. The organisation responsible for below rail is called the rail infrastructure manager (sometimes "track owner" or "network owner" in everyday language). This organisation owns or leases the track, maintains it, schedules possessions for maintenance work, and grants access to train operators who want to run services.
Above rail refers to the trains themselves and the services that run on the track — both freight and passenger. The organisations responsible for above rail are train operators. They do not own the track. Instead, they pay access fees to the relevant infrastructure manager for the right to run their trains on that section of network.
This split is deliberate. It was introduced across most of Australia from the late 1990s as a way to open up rail networks to competition — allowing multiple train operators to run services on the same infrastructure, rather than a single vertically integrated state railway controlling both the track and every train that uses it. Some networks remain vertically integrated (Aurizon's Central Queensland Coal Network is a notable exception, where Aurizon both owns the infrastructure and operates the trains), but the above rail / below rail split is the dominant model across the country.
ARTC is the single largest rail infrastructure manager in Australia. It is an Australian Government-owned statutory corporation that manages more than 9,600 kilometres of track across New South Wales, Queensland, South Australia, Victoria, and Western Australia — collectively known as the Designated Interstate Rail Network.
Critically, ARTC does not operate any trains. It is purely a below-rail infrastructure manager, providing and maintaining the track for other companies — Pacific National, Aurizon, Qube, Great Southern Rail, and others — to run their own trains on. ARTC's network includes the East-West corridor (linking Kalgoorlie in WA to Adelaide and on to Melbourne) and the North-South corridor (linking Melbourne to Brisbane via Sydney), along with the Hunter Valley coal network in NSW.
ARTC also manages the Inland Rail project, a new 1,600km freight corridor under construction between Melbourne and Brisbane via inland NSW and Queensland, designed to support double-stacked freight trains.
Each Australian state has its own arrangements for metropolitan and regional passenger networks, which are generally separate from the ARTC interstate network.

This table is a simplification — actual arrangements involve leases, sub-leases, and shared access agreements that have evolved over decades, particularly in South Australia, where Aurizon manages large parts of the regional freight network except for the metropolitan broad gauge network and the ARTC main lines running through the state.

These operators pay access charges to use ARTC's network (and other infrastructure managers' networks) under negotiated or regulated access agreements, similar in concept to an airline paying landing fees to use an airport.
On the passenger side, Great Southern Rail operates iconic long-distance services including The Ghan and Indian Pacific, running on ARTC's interstate network alongside freight traffic. Metropolitan passenger services are typically operated by state-government-linked entities (Sydney Trains, Metro Trains Melbourne, Queensland Rail passenger services) that are closely tied to, or are themselves, the infrastructure manager for their respective networks.
For anyone working in or supplying to the Australian rail industry, the above rail / below rail split has practical consequences.
Network access and certification are infrastructure-manager-specific. A contractor accredited (covered in our guide to the Rail Industry Worker card) to work on ARTC's network is not automatically accredited to work on Sydney Trains, Queensland Rail, or any other network. Each infrastructure manager runs its own accreditation and access processes, even though the underlying Rail Safety National Law framework applies nationally.
Product certification can also be network-specific. Equipment used in the rail corridor — including track components, tools, and PPE — may need to meet specific requirements set by the infrastructure manager whose network it will be used on, in addition to general Australian Standards.
Suppliers and contractors often need relationships with multiple organisations. A maintenance contractor working across a freight corridor that spans an ARTC interstate section and a state-managed regional section needs to satisfy the requirements of both infrastructure managers, even for what feels like a single continuous job.
Procurement decisions depend on which network you are working on. Gauge standards differ by network — 1067mm for Queensland Rail, 1435mm for ARTC's interstate network and Sydney Trains, 1600mm for V/Line and Victorian freight — which affects everything from track gauges to sleepers and clips.
